The case for interoperability, especially the efficient transfer of relevant data between agencies, couldn’t be clearer. For one, any number of after-action reports have cited a lack of interagency cooperation as contributing to mission setbacks, even historic failures.
But as practitioners very well know, achieving any level of interoperability, much less interoperability in information management, is easier said than done. The key stakeholders, the agencies themselves, are often working across jurisdictional and/or regional lines. Even when they’re on the same page, the simple question, what information should we share, is hard to answer. What can be done?
With its years of integrated safety and security expertise, Noggin is coming to the 2019 Australian & New Zealand Disaster & Emergency Management Conference to offer some answers. Our presentation, “Achieving Effective Interoperability in Incident Management,” analyzes emergency management-specific interoperability challenges, then goes on to propose new ways to improve inter-agency cooperation and information-sharing, by bolstering the human as well as technical and pragmatic aspects of interoperability.
And it’s not just an academic exercise, either. Our very own Shaun Bennet will be bringing his own experience in the interoperability trenches to the presentation. Having worked major events, like the Olympic and Commonwealth Games, he understands the innate tensions between local staff on the ground and event veterans.
Those conflicts aren’t insoluble, though. And he’ll draw on a well spring of interoperability experience to offer some best-practice solutions based on what’s worked well to bring joint operations off without a hitch. What’s not to love?
